Internal COST per hour - never the customer billing rate · accounting/admin only
Resolution order: employee-specific → role → shop default. These rates value labor COGS; they do not change customer invoices or QBO. Changing a rate does not rewrite finalized snapshots until you click Recalculate on an invoice/report.

Cost rates by employee
Grouped by location, then role. Set a whole role at its header, or override a single employee on their row. Employee beats role beats shop default. Rates are the internal burdened cost per hour, never the customer billing rate.
