Set expected one-way travel times per (origin base → destination airport). When a mechanic clocks out of a Travel disc, the system checks the actual duration against the matching baseline. A flag fires only when both thresholds are exceeded — the trip is over by at least threshold_pct and over by at least threshold_minutes. Both must fire so small overruns on short trips and tiny percentage drift on long trips don't generate noise.
